SIBL Rules & Regulations

Objectives

The objective of SIBL is to promote and conduct a positive leisure time activity, which encourages
fitness, healthy competition and an atmosphere conducive for fun and fellowship.

League Schedules
SIBL officials will make all league placements and schedules. SIBL officials reserve the right to adjust league schedules. All possible notifications will be given to teams should it become necessary to change schedules.

Team Rosters
All team members must complete the official roster form before the beginning of the season. Players that are not listed in the official team roster form by the roster deadline may not play in the league. If a change in team roster occurs during the season, the captain must notify the league organizers prior to the game. Failure to notify league organizers may result in an automatic loss for that team. Five changes are allowed during the regular season.

Insurance
SIBL provides no insurance of any kind. Players participate with the Assumption of Risk. Assumption of Risk states that players know that injuries can occur during the course of a normal game with no fault to any party. Teams are encouraged to purchase private insurance if all individuals are not already covered.

Legal Waiver Form
All participants must read and sign the SIBL official waiver form prior to start of the season. Failure to sign the waiver form may result in automatic dejection of the player from the game.

Awards

Awards are generally clothing items and trophies. Number of clothing issued will be the same as the number of players on the team roster, but only one trophy per team.

Game Time
All games are scheduled for Saturday and/or Sunday. All game times will be predetermined prior to the start of the season. Any changes to games schedule will be properly communicated to the team captains and members. Schedule information and changes can be found on the website (www.asas.com.cn). The official's watch is the official time

Postponed or Suspended Games

Games postponed by SIBL for any reason will be rescheduled by SIBL officials. When possible such games will be rescheduled at the mutual convenience of the teams involved.

Standing Sheets
Each week, standing sheets are available for the captain. The standing sheet indicates results from the previous week, and the schedule for the following week's play. It is the captain's responsibility to check this sheet to make sure all games were recorded correctly. All team members may also visit our WEBSITE @ www.asas.com.cn to follow their team standings via the Internet.

Drinking
All alcoholic beverages are banned from basketball courts. SIBL officials will enforce this rule, any players caught with alcoholic beverages on the basketball courts or near the premises will be suspended for at least one game.

Litter

Cleanliness of our GYM is invaluable. Captains are responsible for delegating litter pick-up assignments when his team leaves the gym. SIBL officials are responsible for ensuring that captains complete this task.

Lost and Found
All lost and found items will be kept by SIBL officials for up to one month. After this time, the item(s) will be discarded or donated. SIBL is not responsible for any lost or stolen items.

Referees
The referees are the officials of the Game and have the authority to order a player, captain, or spectator to do or refrain from doing anything, which interferes with the league rules, policies or flow of the game. SIBL officials have the authority to make decisions on matters or questions not specifically covered within the established rules.

Unsportsmanlike Conduct/Captain/Team Responsibility
It is the captain¡¯s responsibility to set an example of sportsmanship and fair play. The captain is responsible for controlling the conduct of his players before, during and after the game.

IT IS A FELONY TO STRIKE AN OFFICIAL

If you have a legitimate complaint please discuss it with a SIBL official. It is important that we understand that in any sporting activity, there will be errors. Of course, all attempts will be made to minimize any problems. If you have a complaint against an official, only those accusations concerning misconduct or a complete inability to officiate will be given serious consideration. SIBL will not discuss personnel actions.

FIBA Rules

The officials will follow the international basketball rules and regulations (FIBA). However, a few SIBL rules will be added to ensure additional safety and fairness of the game. Should there be any conflict between FIBA and SIBL rules, SIBL rule will supercede the FIBA rule.

SIBL Rules
The game
1. Two SIBL officials will be scheduled for all games.
2. Length of Games: All games include two twenty minutes halves, running time. The last two minutes the second half will be stop time (for dead balls). Three minutes half time break.
3. Games ending in a tie will go into additional 3 minute extended time (overtime).
4. Uniforms: Jerseys must be worn during all games. Player who forgets to wear his uniform will be penalized by a technical foul at each half.
5. A team can plan with at least 4 players. See rules on lateness.
6. Only captains will be allowed to approach the scorekeeper's table with questions concerning the game.

Fouls
1. Any player receiving two technical fouls in a game will result in immediate removal from the game. All technical fouls will be added to Personal and Team fouls.
2. Any foul intended to cause bodily harm shall result in immediate removal from the game.
3. Captains are responsible for the conduct of the bench. Players must remain in bench area, except when substituting. Failure to do so may result in a technical foul.
4. SIBL organizers have the right to remove any player from the league without refund.

Insurance
SIBL provides no insurance of any kind. Teams are encouraged to purchase private insurance if all individuals are not already covered.

Timeouts
1. Team possessing the ball can call time out.
2. Any team can call time out during stoppage of play. This does not include in-bounding the ball after a made basket.
3. Each team will get 4 timeouts during regular time and 1 additional timeout in extended time (overtime).

Substitutions
1. During game time, substituting of players can only take place during stoppage of play. In-bounding the ball after a made basket is not categorized as a stoppage of play.
2. Players must inform the scorer desk before any substitution. Failure to do this may result in a technical foul.

Lateness

1. If the team has less than 4 players to come on time, there will be a ¡§10 minute waiting¡¨ period. After that, the opposing team will be rewarded one extra points at each minute late until the late team arrives with its fourth player.
2. When the fourth player arrives, the game will start at the residual time mark.
